I know what you mean, and sadly, I don't think union is what it takes to make this situation occur. I notice it ALL THE TIME in construction. Not sure what the paradigm is. But you're right. It sucks.

I would say that while unions do produce bad eggs, they help keep business from dicking them over too much.
