More lazy city workers

In the past two days I have seen two more road work crews with less than half of the people performing anything remotely resembling "work". Today, one police officer actually managing traffic (hooray) for a road work crew of 7. 8 people, 5 vehicles (including the backhoe from yesterday, with no new holes dug), 2 people working, 1 person walking (ostensibly performing some necessary task), 5 people standing around chatting. That scene lasted for the entire 15 minutes I was waiting for the bus. Yesterday, same location, different police officer not paying attention, work crew of 5, 3 vehicles (including a backhoe that will see a total of maybe 90 minutes use throughout a week-long job), two people working.
This time I made sure to note that the police officers are from Sandy Springs, so I assume the road work crew is as well. At least that gives me a start in the right direction to find out who is wasting our money.
