$5(.51) for 15 minutes work is a quite respectable wage.
If waiters have to tip out, that should be announced to the customer. If you want me to tip enough to cover tip-out, then I need to know how much that is. I am not going to give every waiter an extra 50% just because SOME waiters have to tip out that much.
